Quarterly issued scientific and methodical journal «The Humanities and Education» («Gumanitarnye Nauki i Obrazovanie») is an interdisciplinary peer-reviewed issue with a thematic focus.
The journal is published with the financial support of the Program of strategic development of the Federal State Budget Educational Institution of Higher Professional Education «Mordovian State Pedagogical University named after M. E. Evseviev» for 2012-2016 “Pedagogical Personnel for Innovative Russia” as one of its key projects.
The Editorial Board has a policy of open access to peer-reviewed publications, contributing to the effectiveness of research activities of the authors, to the improvement of scientific information exchange, to the increase of works citation.
Mission of the Journal: coverage of the latest achievements of the Humanities; updated modern problems of modernization and development of education, scientific and technological potential of Russia, the introduction of scientific achievements and innovative mechanisms in the development of social institutions.
The journal publishes the original articles containing the results of scientific and applied research in the Humanities and Social sciences, the analysis of advanced humanitarian technologies and achievements of science and education, distribution of experience of integration of regional education systems, the processes of modernization of the Russian education.

Objective of the journal :
1) publication of the results of scientific and applied activities in the Humanities;
2) analysis of advanced technologies and humanitarian achievements of science and educational activities;
3) distribution of experience of integration of regional education systems, the processes of modernization of Russian education;
4) introduction of new concepts, programs , projects, technologies contributing to the development of science and education ;
5) the formation of a communication platform for potential participants of social partnership in the Humanities and education.
Target Audience of the Journal readers and its authors is intended for a wide circle. These are scientists, representing different academic specialties, employees of educational institutions of various types, post graduate students, doctoral students from all regions of Russia, from CIS countries and abroad (Republic of Belarus, Republic of Azerbaijan, Kazakhstan, Finland, etc.). Besides, the audience of the journal includes people involved in teaching, people succeeded in self-education, Mass Media workers, creators of software educational products and network information and training systems, etc.
In the situation of an open information space and international cooperation the papers are published in Russian and English. The materials having a conceptual, controversial nature, based on a real study of the current situation in the Humanities and continuing education are welcome. The journal can publish any author, regardless of his/her residence, nationality or academic degree, presenting previously unpublished material that is not supplied to simultaneous publication elsewhere. The articles for publication in the journal are accepted constantly. The Editorial Board reserves the right of final decision on the accepting of the materials for publication. When working with submitted materials there are guaranteed confidentiality and all the provisions of the Civil Code of RF, Part 4, Section VII, Chap. 70 -71 (Copyright and rights related to copyright).
Legal basis of editorial policy. The right of authorship belongs to the author. Non-exclusive rights to use the materials of the journals belong to the Federal State Budget Educational Institution of Higher Professional Education «Mordovian State Pedagogical Institute named after M. E. Evseviev» as the founder and publisher. Reprinting in whole or in part, undertaken for scientific, educational or research purposes, is possible only with reference to the output data of the journal with the obligatory indication of the copyright holder and the names of the author(s) of articles. When one creates new creatively independent works based on articles published in the journal, quotes or translates fragments of articles for the purpose of citation he/she reference the source material, with observance of the rules of citation.
Professional Code. Chief Editor and editorial staff are guided by the following principles of professional activity in the preparation of publications:
— to respect the rights of defendants in publications on privacy;
— to be guided by social and cultural values of the target audiences;
— to use only the information that has a particular documentary evidence;
— to present the description of the problem situation with different viewpoints;
— to avoid obvious bias, offensive or derogatory tone of publications;
— to publish the news as far as online;
— to avoid illegal and unethical methods to obtain information;
— to respect the confidentiality of informants that explicitly express a desire to remain anonymous;
— to resolve conflicts out of court.
Ethical aspects of editorial policy. The Editorial Board is responsible for making decisions on publications providing a rationale for its decision to discuss the received articles of leading scholars of the Federal State Budget Educational Institution of Higher Professional Education «Mordovian State Pedagogical Institute named after M. E. Evseviev» and outside experts as reviewers. The decision on publication is determined by the accuracy of the paper, scientific validity and relevance of the work.
Policy of editorial board is based on current legal requirements in relation to defamation, copyright, legality and plagiarism as set out in the Russian legislation and ethical principles, supported by leading publishers of scientific journals.
Considering reviewing as an important link in the exchange of scientific information, the editors put forward to reviewers requirements of confidentiality, objectivity, impartiality, clarity and argumentation of expression, respect for the principle of recognition of primary sources.
From the authors offering their materials for publication in the journal, the editors expects compliance with the following principles:
— relevance of the topic and scientific novelty and originality of the research problem and applied research methods;
— providing the reliability of studies and research;
— compliance with the information needs of the audience and genre requirements;
— recognizing the contribution of others, the obligatory presence of bibliography, issued in accordance with the requirements of the Standard;
— view all participants as collaborators who have made a significant contribution to the study, approval of the final version by all co-authors;
— disclosure of potential conflicts of interest (employment, counseling, availability of stock ownership, receiving of fees, provision of expert conclusions, etc. — facts that can be seen as influenced the results or conclusions presented in this paper);
— immediate message about finding by the author of significant errors or inaccuracies in the publication and interaction with the editor for quick correction of errors or exceptions of publication, timely correction of errors and inaccuracies identified reviewer or editor .
The editorial policy of the journal is based on the traditional ethical principles of the Russian scientific journals, supports the Code of Ethics of scientific publications of the Committee on the Ethics of Scientific Publications (Russia, Moscow) and constructed with regard to ethical work of editors and publishers, enshrined in the Code of Conduct and Best Practice Guidelines for Journal Editors and the Code of Conduct for Journal Publishers, developed by the Committee on Publication Ethics (COPE).
In accordance with Russian legislation of the specialized media and the registration documents of up to 10% of the printed pages the journal may publish promotional materials on the advanced technologies in the field of the Humanities and education, informational messages about significant events and conferences.
Free reproduction of journal materials is allowed for personal use and free use for informational, scientific, educational or cultural purposes in accordance with Chap. 1273 and 1274, Chap. 70 Part IV of the Civil Code of the Russian Federation. Other uses are possible only after the appropriate written agreements with the copyright holder.
